Effective August 1, 2017, electricity rates increased by 3.36% for all customer classes. Answers to some common questions about our General Rate Application.

General service small

Non-residential; utility-owned transformation; billing demand not exceeding 200 kVA.

Billed in April for the annual basic charge and past winter’s consumption (October 16 to April 15).
Billed in October for summer consumption only (April 16 to October 15).
Applicable to businesses outside of Winnipeg area whose: i) demand does not exceed 50 kVA; ii) usage is of an intermittent or casual nature; iii) consumption is primarily summer time and usage is limited in the winter; and, iv) business load is >3 kW in a residence.

Non-residential, customer-owned transformation, general service large class is divided into 3 subclasses, depending on supply voltage:

  • exceeding 750 V to not exceeding 30 kV;
  • exceeding 30 kV to not exceeding 100 kV;
  • exceeding 100 kV.

Limited use of billing demand (LUBD) option

Non-residential general service demand customers can request this option, but only those with a low load factor (18% or less) will benefit. Customers who convert back to the standard general service rate after being on a LUBD option will not be eligible to switch back again for 12 months.

LUBD options are divided into 3 classes:

  • general service small: single and three-phase; utility-owned transformation; billing demand not exceeding 200 kVA;
  • general service medium: utility-owned transformation; billing demand exceeding 200 KVA;
  • general service large: customer-owned transformation.

Alternative rate options

Surplus energy program

This program is available to commercial/industrial customers whose connected load exceeds 200 kilowatts (kW) and who meet other eligibility requirements. Customers are billed monthly for a basic charge, distribution charge and energy charge. The energy charge varies from week-to-week according to spot market conditions. Customers on the program may be subject to lengthy interruptions and are therefore required, in most cases, to have a working alternate back-up system.

Curtailable rate program

This program is available to industrial customers whose connected load exceeds 5,000 kilowatts (kW) and who meet other eligibility requirements. Customers on this program are expected to drop a minimum of 5,000 kW of load within a specified time-frame when requested to do so by Manitoba Hydro. Customers will receive a monthly credit on their Hydro bill. This credit is dependent on the amount of curtailable load the customer makes available and the curtailment option selected by the customer.

These rate changes are a result of a combination of changes to the forecast price that Centra pays for natural gas and the amount in primary gas deferral account.

Annual bill impact percentages listed for each class will depend on the customer’s consumption.

Small general service (SGS)

MLF customers’ annual natural gas requirements must equal or exceed 680,000 m3, and they must contract for such service for a minimum of one year.

Interruptible service (INT)

INT customers receive natural gas through one meter where the service may be interrupted by Centra from time to time upon notice to the customer. Interruptible service is only available in situations where, in the sole opinion of Centra, a benefit exists for Centra or other customers. This service is available to customers whose annual natural gas requirements equal or exceed 680,000 m3 and also contract for such service for a minimum of one year, or to customers that have received interruptible service continuously since December 31, 1996.
